The state file contains two important values: the LastAppliedChangeset and a queue of PendingChangesets.

Tailor uses a StateFileJournal to minimize chances of corrupting it, and currently there is no facility to directly managing StateFile contents, even if sooner or later  YAML may come to rescue.
